Colombian International Master. Between 1965 and 1983 Cuartas won seven times the title of Colombian Champion.

Best results: Panamerican Individual 1966, 3-7^th; Bogota 1969, 3^rd; Capablanca Memorial B (CUB) 1975, 1-3^rd; Capablanca Memorial B (CUB) 1976, 3^rd; Biel 1980, 2-3^rd. A participant in 10 Olympiads between 1964 and 1994.

Best ELO: 2440 in 1977.
